Like, say, Kevin Shields or Mark Hollis, Liam Hayes is one of those musicians whose reputation partly rests on not releasing music. To be part of this rarefied breed, though, you need to make sure that your records, when they arrive, are pretty special. “Fokus” — two brief minutes of scurrying, glammy psych-pop — is on first few listens not quite as breathtaking as the pristine orchestral pop miniatures that he released as Plush back in the mid-’90s. Still, maybe that’s just time playing its tricks —  and the good news is that it does augur a new full-length record, Slurrup, which will be released on Fat Possum in January.
